BASIC TRAINING FOR AIRPORT SECURITY PERSONNEL CODE: STP 123 BASIC
Course Purpose
The course, followed by a minimum of six months of practical experience working under the guidance of a qualified AVSEC supervisor in the field, will train basic airport personnel to enforce, monitor and apply airport security preventive in accordance with locally approved programmes.
Target Population
The Target Population will be new entrants and existing personnel at the basic employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports and from such other aviation – related agencies in support activities.
Course Objectives
Upon completion of this course, trainees will be able to:
- Work in and move about an airport safely;
- Communicate and cooperate with other airport agencies;
- Control the movement of people and vehicles;
- Guard and patrol airport vulnerable areas, facilities and aircraft;
- Recognize weapons and explosive/ incendiary devices;
- Inspect/ screen/ search passengers and baggage;
- Respond to airport emergency situation and
- Escort people and consignments.
Entry Requirements
Trainees should satisfy the following criteria;
- Have satisfactorily completed secondary school or equivalent education and
- Have written and oral command of the language of instruction.
AVIATION SECURITY SUPERVISORS COURSE CODE: STP 123 SUPERVISORS
Course Purpose
This course will train selected airport personnel to supervise the application of airport security preventive measures in accordance with approved airport security programmes.
Target Population
The Target Population will be existing personnel at the basic level with the potential for promotion to the supervisory level, and existing personnel at that level employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports and from such other aviation related agencies engaged in support activities.
Course Objectives
Upon completion of this course, trainees will be able to:
- Supervise implementation of relevant aspects of airport security programmes;
- Monitor inspection, screening, searching of passengers and baggage in accordance with prescribed standards;
- Organize initial response actions in security emergencies;
- Apply principles and practices of leadership, motivation and communication skills;
- Monitor implementation of standard operating procedures;
- Allocate and assign security personnel duties;
- Assess security personnel job performances and supervise on-the-job training;
- Ensure preparation, recording and submission of incident reports; and
- Develop and maintain liaison with other airports and outside organizations and agencies.
Entry Requirements
Trainees should satisfy the following criteria:
- Have successfully completed the ICAO STP 123/BASIC Training course or equivalent; and
- Have written and oral command of the language of instruction.
- In the case of the recruitment of supervisory personnel from external sources, such personnel should have satisfactorily completed secondary school or equivalent education and be conversant with the contents of ICAO STP 123/ BASIC
AVIATION CARGO AND MAIL SECURITY TRAINING COURSE CODE: STP 123 CARGO
Course Purpose
This course will train selected personnel in the handling of cargo, courier and express parcels, mail and company stores, to apply security preventive measures in accordance with approved aviation security programmes.
Target Population
This training is to be given in whole or in part to persons engaged in the accepting, documenting and handling of cargo, courier/ express parcels, mail and operators’ supplies, so that these persons can apply appropriate security preventive measures in accordance with approved aviation security programmes.
Course Objectives
Upon completion of the course, trainees will be able to:
- Appreciate the origin and purpose of security measures and procedures necessary for the protection of cargo, courier/express parcels, mail and operators’ supplies;
- Understand the nature of the threat posed to aircraft by explosives and other dangerous substances;
- Apply appropriate security controls to cargo consignments;
- Inspect, screen or search consignments in accordance with prescribed security principles;
- Ensure that all cargo facilities, vehicles, containers and equipment are subject to security control;
- Apply proper response action to an airline security emergency related to suspect cargo.
Entry Requirements
- Trainees should have written and oral command of English language.
- Trainees should ideally be engaged in handling, accepting or documenting cargo capacity within organizations mentioned in the Target Population.
AVIATION SECURITY INSTRUCTORS COURSE CODE: STP 123 INSTRUCTORS
Course Purpose
To enable aviation security personnel to present specialized aviation security training courses to selected personnel, utilizing validated- material dependant course material, such as Standardized Training Packages (STPs) and Aviation Security Training Packages (ASTPs)
Target Population
Aviation personnel currently assigned or about to be assigned aviation security instructor duties.
Course Objectives
Upon completion of this course, trainees will be able to:
- Conduct AVSEC training applying the general principles of learning and instruction;
- Correctly present validated material-dependent training courses;
- Identify, selected and prepare appropriate teaching aids;
- Develop or modify training objectives and tests as appropriate to meet national requirements; and
- Identify and use various instructional methods as appropriate.
Entry Requirements
- Personnel who are experienced in operational aviation security matters;
- Have satisfactorily completed post secondary school or equivalent education;
- Have written and oral command of English language; and
- It is desirable that trainees should have attended a specialized aviation security course, such as STP 123/ BASIC or equivalent.
AVIATION SECURITY MANAGEMENT PERSONNEL COURSE CODE: STP 123 MANAGEMENT
Course Purpose
This course will train aviation personnel at managerial level to plan, coordinate and implement the application of airport security preventive measures in accordance with approved programmes.
Target Population
The Target Population will be existing personnel at the supervisory level with the potential for promotion to the managerial level, and existing personnel at that level employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports.
Course Objectives
- Explain the origin and purpose of ICAO aviation security related legal instruments, Annex 17 and the Security Manual (ICAO Doc 8973);
- Apply basic concepts of management to aviation security and explain the specialist role of the aviation security manager;
- Plan, develop and organize the human and resources necessary for the effective operation of an aviation security unit;
- Plan and administer the financial budget for a security unit;
- Advice on the development of aviation security programmes and Standard Operating Procedures (SOPs);
- Monitor and enforce the implementation of aviation security programmes and SOPs;
- Verify that security personnel are able to implement aviation security preventive measures;
- Advice on the development of airport emergency plans and manage the security response action necessary in security emergencies involving aircraft, terminal buildings and airport facilities;
- Take part in an aviation crisis management team as required;
- Develop and implement AVSEC training for security personnel and other airport workers and users; and
- Develop and maintain liaison with other airports and outside organizations and agencies.

AVIATION SECURITY CRISIS MANAGEMENT
Course Purpose
To provide management personnel with the knowledge and skills needed to develop and implement sound crisis management.
Target Population
Staff at the mid to senior management levels of organizations within a staff that have been assigned responsibility under states national civil aviation security programme to form part of the crisis management element to respond to acts of unlawful interference occurring within that state.
Course Objectives
Upon completion of the course trainees will be able to:
- Explain the need for a crisis management plan to respond to major security emergencies occurring at the airports;
- Describe the essential components of a crisis management plan;
- Identify the composition and function of a crisis management team;
- Describe the essential facilities necessary in support of a planned response to crisis and
- List the system testing feature necessary to ensure currency in crisis management plans.
Entry Requirements
- Proficiency in both written and spoken English
- Ideally trainees should have at least three years experience in a management supervisory position within organizations mentioned in the Target Population.
BASIC SCREENING COURSE
Course Objectives
- Explain the purpose of security screening
- Explain the screening requirements for sterile area
- Identify minimum staffing requirements for the screening checkpoint
- Conduct daily security screening equipment calibration and/or operation test
- Conduct thorough search of passengers and baggage using X-ray metal detection portals or physical search techniques
- Describe the four components of an improvised explosive device
- Identify weapons and other threat objects using X-ray
- Describe the actions taken upon discovery of explosive, incendiary, or other dangerous weapon or device during the screening process
